Tacking up

There's been a discussion on the Audax UK emailing group about climbing on fixed where someone used the term "tacking up" ("some hills aren't suitable for tacking up").

Anyone have a clue as to what this means?

Hmm.. sounds like zig-zagging across the steepest gradient rather than going straight up it.
