Um.. how do you know this? There's a fire in the area. Sounds pretty damn likely that someone has blown up their electrical hardware or perhaps the fire killed the wires or perhaps they shut it down as a precaution to short circuiting.
Electricity companies in the US were shutting down large areas trying to extract more cash from customers but this just sounds like a minor fire-related blackout.
