Some new rule/law was passed recently though. I think the whole DNA thing is a lot more regulated than it used to be. That could be the rose-tinted specs again though...

No new rule, the law has not changed recently, if the police want to arrest you for pretty much anything they can, and if you refuse to supply a DNA sample - despite was has been said in this thread about 'assault' - it will be taken without your consent (you will be restrained as the state removes a small sample of you body for their records).
This extension of the original 2001 ruling (that DNA would not be destroyed in cases found to have no charge to answer) became law in 2004 for England and Wales.
