Back to previous question though, will going from 23inch down to 21inch make that much difference.
yes, a shitload. you'll have much more room to adjust things, stem, seatpost, etc.

That is a nice lil' workshop you got going on there. I'd love some space like that for all my parts and an area to work. Instead I have my lounge, a bucket with my tools in and a sheet for the floor...

To be fair it's not that big, it's an outhouse which at one time was sectioned off to create a toilet and a coal bunker, until i knocked the wall down that is, you can't swing a cat in there with all the gardening tools, kids bikes, my tools, good job i have an understanding missus as i still use our dinning room with a waterproof sheet down.

the whole arrangement is a bit haphazzard, if you ask me.
looks like a poor northern kitchen, I think you should quit it with the boot fairs/egg purchasing sprees and give the Mrs a proper , good quality fitted kitchen.

Im not sure that the bar tape is just electrical tape. I bought one of these exact bikes from a police auction and im sure mine had the same stuff on it.
Either a very very spooky coincidence or its real bar tape.
Iv still got the frame from mine, i converted it to track ends in a bit of a diy hack bodge type thing but i was out on it today for the 1st time in ages and i'd forgotten how nice a ride it was.
Think the only original parts on mine are frame headset and left hand crank right enough.
The original fork just didnt feel safe to me! -

I'm 5'7" with 29" inseam (just under 30" in bike shoes), and I fit a 20"/ 51cm (C-T) bike.
(Ive got a 20" (C-T) Bob Jackson vigorelli, which gives me nearly no standover in socks and about an 1" standover in bike shoes. Standover will be less of an issue on a road frame though)

with different lenght stems and seat posts, i reckon that the most important measurment on any bike is the standover height.....ride, stop, put both feet on ground..... if you dogs are driven up into your main body cavity or up into your throat, the bike is too big for you. if you can put your feet flat on the ground while still sitting on the saddle, its to small. imo

IMHO. For riding position the most important measurement is the top tube length (or effective tt if the tt is sloped). Then again having a super efficient riding position is of little comfort if you split your diference, every time you need to put your foot down at lights.
