You're not going to get perfect customer service during a work week lunchtime or on a Saturday but if you go there during quieter times you are much more likely to get the service you'd like.

During peak trade is exactly when one should expect to get good service. Any decent retailer will staff up to the levels of expected trade. Back of house, training (?), admin, etc should be done off-peak and nothing other than selling during lunchtimes and saturdays.
To blame crap service on being busy is just crap retailing.
