I cycled in Madrid, there's a few bikes on the roads but not many. Mostly you go down the park where thousands upon thousands of lardy middle-aged guys in full lycra cruise around on their full-sus mountain bikes. Didn't see any fixed but it was Easter, nobody was working, so the couriers wouldn't have been active.
I went to the tourist office where the lovely lady pointed out the cycle lane (there's one of them, it goes down to the park) and was very perturbed by my plan to cycle on the roads.
You can take your bike on the metro at the weekend, which is fun.
Out of town, in the countryside, lots of roadies. Trying to get out of town from Central Madrid is quite a challenge. I did find a route, but it wasn't fun.
