I'm 5'7" with 29" inseam (just under 30" in bike shoes), and I fit a 20"/ 51cm (C-T) bike.
(Ive got a 20" (C-T) Bob Jackson vigorelli, which gives me nearly no standover in socks and about an 1" standover in bike shoes. Standover will be less of an issue on a road frame though)
