I've never understood cop hate from the mass populace (sp?). Sure occasions of misuse of force can irk, but really how often are the police giving you grief? I've never had any involvement with any police, surely it's a small percentage of the people very rarely. So by that thinking only criminals should have any real reason to hate cops, and thats fine because we all hate criminals right?
And petty crime and more important things. All crimes need policing. If the petty crimes don't get policed due to more important crime, then with no penalty or deterent the petty crimes ceace to be crime, like bicycle theft.
