In NYC the police dept's moto is CPR. Courtesy, Respect & Professionalism. It's written on the side of every police vehicle. I've only seen it once and that was during 9/11. I almost liked them at that point one year later it was the same old shit. In NYC I always felt the cops were just thugs that never got caught, so they just joined the police force and now they get to do what they want and get away it.
