I have seen a bodge of 1 1/8" forks into a 1" headtube. You would need a couple of different loose-ball headsets to get bits from. It wont be pretty, and the sealing of the headset will be crap / nonexistent. This was on a retro MTB where 1 inch forks are hard to get hold of.
Don't do it unless you have to IMO.
