Yeah short of just practicing in a car park doing tight turns this is the only solution I can see too. Because the frame is small it's difficult not to get toe overlap on any bike with 700c Wheel I would have thought.

All in all HTFU is the answer... :) But he want another answer...
It's pretty weird to choose riding a tight trackbike if you care about toe-overlap... imho.
