ive worked on a quill stem bike with the stem **fully **seized, tried all of the above in the shop but in the end the only thing for it was to cut the stem and throw the forks. Sounds like a waste but it does happen. Ammonia is really good for getting rid of alu. oxide but it fuckin stinks!
