I would seriously advise against cutting the stem untill its a last resort, it wont take that long to dort it out properly and you'll be left with a stem and forks that both work.
be a little patient and it will come out, first thing to answer is can you get the expander bolt out?
if you can then you should be able to do the next bit by the end of tonight if youve got tiny bars in the stem then switch them to something longer to give you more leverage
