Soft Brake Blocks for Hard Anodised Rims?

Someone told me that this would be neccessary - was wondering if people have any experience with hard anodised rims, and whether or not this is true..?

I found KoolStops were the only blocks that gave me decent stopping power on anodised rims... Shimano blocks were next to useless...

hmm... well maybe i shouldn't go for the open pro hard anodised then.
more research needed i think!
