I don't reckon it's to scale. I think 378mm would give you slightly more clearance than shown in the picture (it looks like the tyre is touchong the seattube?!)
and you're talking about the guy that does the trials frames, arent you fatty? His welding is shocking and his frame jig is ghetto, the frames dont come out very square or straight from what I've heard. He uses cheap mild steel too. Probably not worth it in my opinion.
