Both, it's a Flip/Flop hub. But these days it's more SS than Fixed, my old mans knees can't take it.
It's an ok ratio for around town. Not to bad acceleration from standing start and quite good top speed. I used to have this ratio on my commuter, but changed to 44:16 to get much better acceleration, as there's lots of stop/starts on my route and top speed was less important.
I now have the 48:16 set up on my Pub Bike, and still like it for weekend riding about town.
So, yep I would endorse. It's not tough and not spinny (78.9GI), in my opinion (not that it's worth much) I would definitely give it a go.
