Looks like an inlet structure in a hydro power dam to me. Obviously the water level is a little low allowing some nutter to get into it.

Love these photos. This about 8am, temp is just over 20c, at the University of Queensland, Brisbane in 'Wordys' Coffee Shop after the Uni CC's 6am morning ride. It's a warm and dead calm morning but it's too cold for those Aussies used to high temps, and so despite sun streaming down they have gone and got some blankets to keep them warm. Hard nose Brit is just out of shot, and of course without blanket!
