Have you tried backing off the seatpost bracket completely and giving it a (gentle) prise apart with a broadbladed screwdriver ? Clean the seattube with cotton waste and see how you go, Rossini should be 26.8, 27.0 or 27.2 but generally there is always an opp to get a wider one in. According to Sheldon the 1982 Rossini was a 27.8 !!
