i keep moving everything between my bag, my jersey pockets when 'road' riding without bag and then taking them out of the bag when using it for shopping/traveling.
the tools/pump/spare tube keep getting left in different places. a tool bag is the answer. just needs to fit my mini-pump/tube/co2 canister/small bag patches,chain links/tyre levers.
