Am I right in thinking (and I know I am) that there are 8,000,000 black (or none white) Americans in Prison per state, a further 4,000,000 not voting as they can't read and 8,987 per mile stuck outside of voting booths?

No ! World prison population is around 8-10 million in total.

Race aside, the US (the land of the free) is the world's leader in incarceration, beating even the world's most repressive regimes and not by a slim lead, the US is many many times ahead of counties like the UK (which itself is considered to have a high prison population).
