You can use the Yamo (or equivalent) front/back/side.
I was out with mine (I think around the 11kg mark) on Sunday, and he didn't feel like a major burden. Well, less of a burden than a buggy in a lot of situations.
I'll reassess the weight issue on his 3rd birthday...
