I leant it from reading Sheldon's site and the main piece of advice that helped me was to lock your non-dominant leg straight as the pedal passes the bottom of the rotation. This causes the pedal stroke to push your leg up and hence lift your weight off the saddle. Just after locking your leg, do the pull up thing with the dominant leg as if skidding.
If you exaggerate the movement so that you take all of the weight off the saddle then you will do a little skip stop.
