The chain has completly bypassed the top jockey wheel in the mech, probably due to the mechanics 'skills'.
Setting up the chainline isn't part of the assembly that these bikes need though. The mechanic would have had to look at it, decide it was wrong and go out ohis/her way to remove said top jockey wheel to create this chainline.
