Ceramic is harder than steel, so having steel races means that eventually you'll wear the races before the bearings. So the very best is to have both the races and bearings ceramic, however it's almost needlessly expensive, hybrids (ceramic balls, steel races) are a significant improvement over all steel bearings. And it's reasonably unlikely that parts will ever get to the point of being fully worn before being replaced.
