You gotta plough into people, how else will they learn. If you really want to drive the message home, make spoke cards out of razor blades.
Another fun one I've been working on is to cut close behind them. As you pass, lock out your knee on the ped side, grab one of their belt loops and with the upward momentum go for the atomic wedgie.
Don't try this on single speed.
