Those would be the numpty cyclists that don't want to fill the whole ASL I guess, that'd include me and most cyclists I know. Why the hell should we when people can just wait a few seconds longer in the filter lane rather than expecting me to start from the far right of a three lane highway with motor vehicles pulling off past me to my left. Vauxhall Bridge junction is a prime example
It really depends where you are of course but on a lot of occasions cyclists just queue up alongside cars in the filter lane where they are not visible to cars and if at a junction risk being cut across by drivers turning left. It is better to wait behind/ahead of a car rather than alongside it if at a junction.
