Honestly even a cheap Tiagra is enough to provide stopping power in a short distance, all it's down to is the rider.
we're talking about brakes that's designed for freewheel bicycles here, they have to be very reliable under hundred of thousand of pressure everyday being squeezed onto the rims, with fixed wheel bicycles, probably not that much, and thus my point that the Tiagra is plenty enough.
