I took my cycling proficiency at school about 35 years ago and the bike's in good nick, I'd be zero rated for tax and I have 3rd party insurance through the CTC.
Oh and Boris told them to fuck off when they suggested fitting number plates to bike earlier this year.
I suggest they try and get the estimated 400,000 untaxed sheds off London's roads first.
