the last youth movement to be punk in attitude was probably Jungle or Rave.... IMO
The post uk-garage british rap scene which became to be known as grime, I would say was rather punk.
100% DIY, pirate radio, small grimey club nights, no money, no glamour, white label records peddled to the shop by the artist, fuck loads of attitude, anti-establishment, musically nieve, energetic/fast, lyrically childish
you get the idea, I think thats as punk as you get these days, of course that scene has now long been commercial too.
