It dips into the steerer tube like a quill into a pot of ink. Just a guess.

What stem are you considering?
I have a quill adaptor for sale that allows you to use an A Headset style stem on a bike with a 1" steerer.

Ok, nice stem. If you dont win it,look at Hub Jub for quills.
Do u have a frame already? I presume you know you'll need a 1" stearer with a Threaded fork to use a quill.
I don't have a frame/fork yet. I need that base 1st but it's an option i'm looking at I noticed that the Soma Rush (£220 ish from the supplier) looks slick and clean lines and has 1" headtube

you all mkay have noticed i'm a numpty and useless at searching the netThat is a nice stem, rushed to see if it was 26.4 diamter....but no.
Been trying to find a nice and shortish 26.4 diameter stem for ages! Can anyone sort me out?
Right this is a numpty question but I'm at a bit of a loss.
What is the definition of a "quill" stem? is it the fact its all-in-one, or the size of headset it fits? I've searched but can't quite get the answer.
As i'm starting a build of my own I don't want to get a frame that won't be compatable with the stem i'm considering
