The RoadPeace website says that the third Sunday in November is thwe world day of remembrance for victims of road crashes. Perhaps that would be the time to do it.
Also, is it worth trying to drum up support for a large memorial ride (similar to what was done for Sheldon Brown) on the same day?

I agree - let's do all the deaths 3rd week November 2007 - 3rd week November 2008. No need to do the messengers - it's not really going to be practical to drag 10+ bikes around.
