Emma pooley? Shes pretty small, but still wins medals.
I think its pretty easy to find a frame in smaller sizes if your prepared to pay 'normal' prices.
As there are always junior bikes below the smallest adults sizes.
I think freakishly tall people have a harder problem, as you have the finite size of the 700c wheel. So mass produced frames kind of cut off where bikes start to look ugly.
