Tour Bus Ban in City (Not London)

I'm sorry, but that's the most stupid knee-jerk response I've ever heard of. Someone gets hit by a bus in a situation where the bus driver wasn't driving aggressively and it was a matter of them being unlucky enough to be there when the cyclist slipped on the tram line, and they ban buses from that street?

Disproportionate and inappropriate as far as I'm concerned.

I think they are saying the buses can be parked somewhere more appropriate and therefore cyclists wouldn't get into situations where there wheels get stuck in the ruts of tram tracks.
