I've got 7 Decathlon short sleeved base layers - which are great and cost about £5 each. Yes they get smelly, but at that price I get a clean one every day.
Arm warmers are the answer to ss base layers and cold arms in the morning. That way I can leave the arm warmers out when I'm coming home, since it's often warmer in the evening than on the way in.
I'd also add a gilet as a must for the spring/autumn. I've just ordered a Pearl Izumi one from the Evan's sale to replace my tatty old Ron Hill.
