It hides their posts, prevents them from PM'ing you (they think they have, but really the PM is deleted rather than sent). Basically, from your perspective you don't have to be bothered by them. You'll still see traces of them, and if they are quoted you see their posts inside other people's posts... but if anyone pisses you off enough, just put them on ignore and carry on.
