Why not start at Admiralty Arch, down the Mall - Right at the top down Constitution Hill towards Hyde Park Corner, bear Left ( can jump lights ) Down Grosvenor Place, through the one-way system into Victoria Street. Left at Parliment Square onto Birdcage Walk, right at palace, back down the mall and end at the start.

what's wrong with richmond park, 6 miles and no stopping if you go anti clock, or is it the danger you crave.

i don't think there'll be an issue, whether it attracts a bit of police interest or not. they'll be ok, there's no traffic obstruction.
RP time trial would be good too, i suggested it a year ago - be nice on a warm day, people can hang out near the cafe etc...

This all rests on people getting down to the river at 6 a.m, or thereabouts. I foresee maybe twenty riders (at worst a couple) spread every few minutes along a stretch of pre-dawn, weekend road. We needn't congregate anywhere 'governmental', but even if we did this is not going to be a protest or a piss-up or a critical mass. TTs are pretty quiet affairs.
Yes, we could (and do) go doing laps of RP, but at best this could be something much more interesting and original. And 'danger' doesn't come into it (hence the early start and staggered starts); if that was the objective there are plenty of alternatives. We'll ride, I honestly don't thing anybody else will give a damn.

I don't see it being much of a problem either. Unless we start unfurling "Bike Riders TT for Iraq" banners I don't think the Police will bother us.
Nix to Richmond Park though, I am with tomasito, you can roll around there any given Sunday.
It would be spectacular to have a slightly clandestine(semi-regular?) race around central London taking in all the sights with a varied selection of routes. Easier to get people together as well, I think we could happily start as late as 8 an still have clear sailing.

I recon meet at 6, start racing 6.15 finish.... well when everyone has had a go, Then greasy spoon!!!Thats how a Sunday should be done(if your not asleep that is).

so how do you stop people cheating / shortcuts.
I know 'some' people might not do the entire course, especially the one shown.
even simply going the wrong way round parliament square saves 25 seconds.
sounds like people want to race alleycats (the excitement - rather than richmond) so why not just porganise some real racing?
well iof it wasn't against the rules that is?
