We aren't preventing anyone from doing anything. People can still sell stuff. What we're doing is saying "Slow down, get used to the place. Look around and see how we function before you dive in and treat us like a market place or just a place for you to troll or ask questions that have been answered a thousand times before.".
We've always said that one of things that differentiates a spammer from someone else is that the spammer isn't participating in the community at all before he sells his wares. The classifieds section was never the raison d'être of the site, it was merely an obvious side effect of a community of enthusiasts who are all likely to both need to buy stuff and also to have a surplus of stuff of their own.
The community comes first, the classifieds comes second.
I very much doubt that the rules will deter someone who wants to sell something, if they're desperate to cash-in then 48 hours and a few hello's and posts is hardly a barrier to some hard cash in their wallet. But the small hurdle is enough to act as a deterrent to trolls, the lazy, and cold spammers.

This is a good idea, but I'm not sure if it will fully deter retards. With this system it's only a matter of time before new members can be full members. They don't have to earn it.
I was on another forum a while back, trials-forum.co.uk and they have a similar system in place. All new members get put into a pre-members forum, away from the main threads, where they can say what they like and start new threads etc.. Then every so often a moderator goes through the threads posted and picks out people to be validated based on punctuation, spelling, if the post is worth posting etc... Once validated they are full members.
Might be a bit of effort but it does work.

I find that the most annoying though. If I see a new topic with the title 'what colour shall I spray my frame?' I can just ignore it. But if I'm reading a thread and someone types in text message speak and misses words out, it becomes irritating to read.

Maybe make the private section more private? Any bugger can join up and see the private thread - which makes me worry considering some of the stuff that's been posted in there (not to give too much away...)
I know some places where you have to have a certain number of posts, or a certain level of reputation before you can access private parts...
