If there is no surface on which the brake block can apply force to the rim. Fail.
If you mean braking on a unmachined rim then don't worry. Unmachined rims are new and only really made to stop brake squeak on new bikes. Google it.

I'm told cork pads are the thing to use, braking in the wet is a bit hairy though.
If you go with regular pads you will get a lovely squeal when you brake until the braking surface paint has worn off.EDIT: What Tommy said

nice one. The cork pads look quite pricy, £18 for Bontrager, although it says these are for carbon wheels, is this what i'm after?

I've never tried them. I would just use normal pads, it will not take long for any paint to war off especially if you ride up and down the road a few times with your brake on a bit.

Ive never seen any painted mavic cxp rims, they are usually plain alloy.
Theyll be fine to brake on.
Easy.
Does anyone know how brakes would preform on a no-braking surface rim? There are some Mavic CXP14 rim's i'm looking at, but they don't have braking surfaces. I'd only want one for braking on the front wheel.
