looks like a monk committing suicide in protest. By the look of the car and age of the picture it's either india at around partition, or possibly the Chinese invasion and massacre of tibet in '59.

btw, this isn't shinscar. too unsubtle.

its a monk protesting about french rule/diem's regime in vietnam early 60s... before the americans intervened
