the indigenous communities are remote, isolated and white people require a permit from the aboriginal elders to enter them. the reason white people require a permit is precisely to prevent (mostly white) people bringing booze and drugs into the communities. booze and drugs really really fucks up the communities, it's a massive problem.
so there is still demand for the weed, but severely restricted supply, so the price goes up.
