That frame looks in excellent condition, I cant see why you would need to redo it.
In any case, the outer layer of transparent black would be quite easy to strip and re-apply.
Most UK powdercoaters dont keep a wide range of clear colours in stock though so you may have to buy some powder yourself which is available widely on US ebay.
Rechroming frames is extremeleu labourious and expensive.
The chrome under that (and the black for that matter!) looks perfect though.
Even quite badly rusted chrome can be recovered too with a bit of autosol/wd40/coca-cola

Skeletonboy - I agree it is in pretty good shape - so am I right in thinking that 'black chrome is the same a normal chrome but with a transparent top coat? - if so if sometime in the future it needed to be restored that is certainly do- able - thanks for the tip about autosol/wd40/coco cola - think I might set my alarm clork for an early morning ebay flutter !

was told the other day by someone about a program called "e-snipe" or something like that - you put in your maximum bid that you're willing to pay and it'll drop it into the bid 2 seconds before closing or something like that.
that way you can have a nice sleep instead of waking up early to bid like crazy???

I've heard it's quite unreliable sometimes. Plus I like my heart beating when nearly clinching a great deal on an auction.

You only want to consider aggressive srubbing if you take of the black. Things like autosol, and scrubbing with coca-cola and aluminium foil would take layers of the paint.
Black or smokey chrome is indeed a clearcoat on top of regular chrome. But there is such things as powder/wet spray colours with similar names designed to emulate the effect, theres a chance it is the latter. It will be easy to tell in the flesh though.
Seriously though, I would not touch that! its mint. A buff up with a soft cloth and wd40 maybe.

and I was wondering that if I needed to do a restoration whether anyone can do
