measure it with calipers just to make sure. If it's a Pug with an English threaded BB then the steerer should be bog standard (I have 2 '85 peugeots and both have 1"steerers, albeit one had a slightly narrower crown race seat, like 0.4mm to narrow).
the steerer tube on a 1" threaded fork is actually 22.2mm in diameter on the outside

Bearing in mind my calipers are shit i'm getting 24.9mm on the threaded section of the steerer and 25.2mm on the non threaded section as you go down towards the crown race.

sounds like 1 1/8" threaded although the steerer is usually 25.4mm on those

This is getting more confusing by the minute, i've just took the lock ring and nut off an old puch frame and it is far to big, sock on chickens foot springs to mind.

Would an old puch frame have an 1 1/8 headset because i've just checked the puch's fork and it's 25.4 mm which i would have thought was an inch headset........i'm confused now.

Some pug frames have shitty french standard bits in certain places but not others. Things like steerer threading and seatpost size were silly and garlic flavoured on mine.
[edit] oh and the stem was a slightly strange diameter on one of my pugs, but standard 1" on the other. I think I used the former stem on the latter frame, and it was all creaky. Needed shimming with a thin sliver of roquefort or similar.

the old puch could be 1 1/4, making it bigger
I have a major problem, i have a pug frame from which i've removed the BB, the lock ring side unscrews counter clockwise and the drive side cup unscrews clock wise, now, this tells me all is good as it has English threads.
So, why the hell is the headset and fork steerer tube less than an inch, i've not measured it accurately for a spot on measurment but it is without a doubt less than an inch so what the hell do i do now.
I'm starting to loose faith in these older frames which is sad as i would like to stick it out but this seems to be going from bad to worse, any help would be great.
