most powder coaters wont remove thick rust.
When they grit/shot/sand blast things its just to rough up the surface a little to help adhere to the powder coat.
But youll find conveniently, that most powder coaters have a metal finishers on the same street.

I use Colourtech in Crayford Kent, but they are slow and need prompting, however the finish they gave me on three frames is gorgeous. They are currently restoring a 1960's frame from Holdsworth, with restored decals and graphics to original. They work for Condor, Roberts, witcomb and do the paintwork for the Plowman Craven professional team.

Ah.
Probably been asked a thousand times but for some reason every time i search i get no results, even for the word "Frame"...strange, anyway, where is a good place to get frames painted, also want someone who is prepared to prep rust sections (or do they all do that) also i'm considering getting the origional paint scheme and stickers redone, so who is generally up to the this type of job.
