FYI The Wilier is ALU.
The only thing harsh about alu is listening to the exponents of steel frames whine about "harshness" and shit when most have never touched an aluminium frame.

Needs to be second-hand at that price. Could try Jos (Tour de Ville) for older track frames with less 'contemporary' geometry, but then it probably wouldn't be drilled for a brake, and you'd have to use a seatpost mounted bottle cage.
'Road fixed' geometry would work better for you. In a TT, you can always bring the seat up and forward to steepen the angle, and shove it back and down for long club runs. Also 10psi less in your tyres for the clubruns :)

I know the willer is alu but its a road bike so it would be made to be a bit softer in the rear end,
I have allways had steel bikes and think they can;t be bettered but thats what I thought about v brakes and now I love my hope minis! -

I fucking love alu. The only harshness associated with any frames I've owned (regardless of material) is when they snap or flex unacceptably, and I have to chastise them with strong words before throwing them over the balcony.

judging by your initial 'spec', you could pretty much buy anything. personally, if you got money to burn, go into BLB and buy one of the 12 or so bob jacksons they got hanging from the ceiling for £400 fat ones.

Pearson Touche. They don't quote prices for the frame-only but I'm sure they'd sell you one and it would be reasonable, they're really friendly. It's firmly in the road geometry camp 72 or 73 degree seat tube, although the wheelbase is quite long to accomodate slightly fatter tyres and mudguards if you wish. It has bosses for just about everything - two bottles, mudguards, rear rack. With a carbon fork, it's a really nice ride, I'm super impressed with mine - it's clearly not in the same league but it compares favourably with my carbon Look! Handling is reasonable snappy but not edgy - you can quite happily don a jacket while cycling along. Surprisingly smooth ride too. I think it's a really good compromise and my riding patterns sound very similar to yours: commuting plus weekend riding up to ~70miles, plus the odd TT.
I'm going to write a decent review of it here when I get a chance, because I'm dead chuffed with mine, it fills a distinct niche and doesn't get commented on much here because it's not up there in the same coolness league as various track bikes.
