Needs to be second-hand at that price. Could try Jos (Tour de Ville) for older track frames with less 'contemporary' geometry, but then it probably wouldn't be drilled for a brake, and you'd have to use a seatpost mounted bottle cage.
'Road fixed' geometry would work better for you. In a TT, you can always bring the seat up and forward to steepen the angle, and shove it back and down for long club runs. Also 10psi less in your tyres for the clubruns :)
