A Tenner Well Spent... pics

A little more help required i think, this is me on this bike with the saddle at it's lowest, i've measured the frame from the center of the bottom bracket to the top of the seat tube, this measures 23 inches, now, i have my eye on a 21inch frame but i'm a little unsure wether it's gonna fit.
Going off this pic do you think a 21 inch is also gonna be to big.

are some kind of egg addict?...and where did you get daffs at this time of year????
