Mr Slain is right, you're friend is gonna get the £80 fine, you wont beat the system unless he was hurt in any way?
i would see a Dr about neck injuries and scratches, get a copy of the arrest sheet, your statement and the Dr's note, put together costs for bike fix and time off work and head to http://www.sellyourinjury.co.uk/
they will send a note to the police and fight for you, worst case you lose £80, best you make a bit of cash from the Police..
