There's a guy in Brixton who takes bikes as part of a scheme to get younger (8-13 year olds) to take up cycling.
I had some chats with AndyP (on here) about setting up a CIC or a Social Enterprise to refurb and distribute bikes, but as we were both working its not gone any further.
Have you tried LCRN - London Community Recycling Network, the CE is a very keen cyclist (and ex Lambeth CC chair i think), they might have some pointers as I know they've advised two other people to do the bike recycling thing recently. www.lcrn.org.uk/
