I ride 52x21 (about 66 gear inches?) fixed on my commuting bike. The bike weighs about 9.5kgs I weigh 60kgs. I don't have big thighs or anything and I'm always faster than any cars from the lights. I'm not always faster than motorbikes I guess.
I don't think you'll be quicker from the lights on... say a hybrid with gears, unless your heading up a very steep hill.
