Biggest frame available will be about 58cm c-c but phasergunalex is selling an absolutely gorgeous Brite of mine which is pretty big, built for Steve Cummins the pro rider who is huge.

    pjoseph29, the Stronglight cranks will take the spider and rings from your Williams.

    As for a bottom bracket I used to use a Stronglight one (sometimes with TDC cups and usually using Campagnolo balls), although their axle designations can be bewildering, which is what you would use for authenticity but for practicality I'd go for a Shimano UN72 or similar - fit and forget.

    The extractor is still the problem: ASM is correct when he says you shouldn't use a TA one. That 0.15mm difference in diameter doesn't sound much but after 30 or 40 years use that could be enough for it to jump the threads and then it's tears and tantrums.

    TAs are probably a better bet because the extractor is easier to find and, yes, your rings and spider will still fit and it's still the right period.
